We are proud to announce that Ian Millikan, PE, DBIA, CCM, PMP has joined Wallace Montgomery as Associate Vice President.
Ian will have oversight of Wallace Montgomery’s Virginia operations and pursuits. “We are excited that Ian has joined us, his strong reputation and tremendous problem-solving skills will help us continue to assist localities and the Virginia Department of Transportation (VDOT) to solve mobility concerns across the Commonwealth,” states Tony Mawry, PE, Partner.
Ian comes to WM with a rich depth of experience providing well-rounded engineering expertise to Virginia localities and to VDOT in the fields of design-build procurement and contract administration, preliminary engineering project management, construction project controls, and the delivery of locally administered projects.
Before joining WM, Ian served as Assistant State Construction Engineer for VDOT, where he led the Construction Division’s construction management; design-build administration; consultant procurement; project controls; and post-construction programs. He was vital in expanding that Division’s capacity for providing construction phase administration of design-build projects and for developing one of the nation’s first dedicated eConstruction offices. Ian has honed his skills on several major projects over the past 15 years, including: Route 60 four-to-six lane widening in Chesterfield County (the locality’s first locally administered design-build project); multiple phases of the Virginia Capital Trail; I-64/Zion Crossroads diverging diamond interchange; Richmond Airport Connector; and the I-295/Meadowville Road interchange.
Ian cultivated his approach to working with local governments as a Senior Engineer in the Chesterfield County Transportation Department. Civil + Structural Engineer magazine named him one of their 2016 Rising Stars – a designation that honors the top 25 civil and structural engineers under the age of 40.
Ian is a civil engineering graduate of Virginia Tech and has a master’s degree in Transportation Policy, Operations and Logistics from George Mason University. He also has a master’s certificate in Project Management from George Washington University. He is a Project Management Professional, Designated Design-Build Professional (DBIA), and Certified Construction Manager.
